Russian refineries will be permitted to add ethyl alcohol to AI-92 gasoline. The Finance Ministry has proposed eliminating the excise tax on denatured alcohol, allowing up to 10% alcohol content in fuel.
Russia has extended quotas for duty-free fuel deliveries to Kazakhstan as part of their trade and economic cooperation agreement. In 2025, Kazakhstan will receive 1.12 million tons of petroleum products without paying duties.
