The United Nations Security Council approved a resolution proposed by the United States regarding the future administration of the Gaza Strip. The vote took place on the seventeenth of November. Thirteen members of the Security Council supported the document, while Russia and China abstained. The resolution provides for the creation of an international force designed to stabilize the situation, as well as the formation of a structure called the Peace Council. According to the text of the document, the Peace Council will operate until the end of two thousand twenty seven. Leadership of the structure, according to the resolution, will be carried out by Donald Trump.

The resolution is viewed as part of a long term mechanism for administering the territory after the active phase of the conflict. The document stipulates that the international force will include a contingent of states that agree to participate. At the same time, the structure of the Peace Council will coordinate activities in the areas of reconstruction, security and administrative management. The goal of the initiative is to create a transitional model intended to ensure conditions for stabilization and further settlement. The Palestinian movement Fatah expressed cautious readiness to participate in the mechanisms provided by the resolution. According to the movement, several elements concerning the creation of the international force require further analysis. The organization pointed to the importance of ensuring conditions for reconstruction and the functioning of essential infrastructure in the sector. Fatah’s statements reflect interest in the possibility of participation under certain conditions.

At the same time, Hamas rejected the document, stating disagreement with the provisions of the resolution. Representatives of the movement emphasized that the content of the document does not reflect its position and does not take into account the organization’s views on Gaza’s future political structure. Hamas stated that international participation in governance does not correspond to its vision of the territory’s future. The organization will continue forming its own approach based on internal positions. The statement illustrates differences within the Palestinian political spectrum.

Russia and China abstained from voting. Representatives of these countries said the proposed model assigns an insufficient role to the UN and noted that the future administrative structure must ensure broader participation of the United Nations. They highlighted the need to maintain balance of interests and involve international mechanisms in line with principles of multilateral cooperation. The positions of Moscow and Beijing reflect cautious attitudes toward the US proposed model. Their representatives stated that future decisions must take into account the role of key international institutions.

The situation surrounding the adoption of the resolution remains under discussion. Further implementation of the document’s provisions will depend on the willingness of states to participate in the international force and cooperate within the Peace Council. In the coming months, details of the structure’s functioning and the selection of participating states are expected to be developed. The process will proceed with consideration of the positions of conflict parties and the assessment of the international community.
