The House of Representatives of the United States of America passed a bill requiring the mandatory publication of all unclassified materials related to the investigation of the Jeffrey Epstein case. The vote took place on November 18, 2025 and resulted in 427 votes in favor and one against. This step followed prolonged pressure from lawmakers, human rights activists and Epstein’s victims, who demanded full disclosure of the documents. The bill, known as the "Epstein Files Transparency Act", stipulates that the Department of Justice must publish records, documents and communications related to the investigation within thirty calendar days after the law takes effect, including lists of named individuals, with only minimal redactions to protect victims and ongoing criminal procedures. The US Senate has expressed readiness to approve the law through a simplified procedure without amendments and forward it to the president for signature.

The process of promoting the bill involved unusual intra party dynamics. The law was introduced by members of both parties, including Representatives Ro Khanna and Thomas Massie. The submission was advanced through a discharge petition, which allowed lawmakers to bypass the resistance of House Speaker Mike Johnson, who previously blocked the vote. Four Republicans joined Democrats in supporting the petition, after which Johnson officially permitted the vote. Only Louisiana Representative Clay Higgins voted against the bill, explaining her position with concerns regarding the disclosure of witnesses and innocent individuals.

The president of the United States, Donald Trump, initially expressed doubt about the necessity of full disclosure, calling the initiative a "Democratic conspiracy". However, following increased public pressure and the example set by Republicans, he announced his intention to sign the bill. The Senate signaled readiness to adopt the bill unanimously and without changes, making its rapid enactment likely. Among the main goals stated by lawmakers are restoring trust in the legal system and supporting the rights of Epstein’s victims.

Support for the law has become an important moment in government response to public demands. Legal experts note that the adoption of the bill will establish a precedent for public access to investigative materials related to high profile cases. The law requires publication of materials in a searchable and downloadable format, enabling the public to examine them. At the same time, questions remain about protecting victims’ data and ensuring proper procedures in ongoing criminal matters involving individuals associated with Epstein.

Lawmakers also stress that this step is not the end of the process but the beginning of a new phase. Publication of the materials may lead to new investigations, reevaluations of the roles of prominent individuals and structures, and legal consequences for entities and individuals. Analysts argue that the law could significantly affect the political environment and wealthy elites who appeared in Epstein’s materials. Some political figures are already preparing for possible reassessments of prior legal decisions and examinations of their associations with the financier.

However, experts also point out potential challenges: ensuring victims’ safety, protecting information from misuse, and handling potential legal disputes over which materials must be published and which should remain confidential. According to specialists, the final outcome will depend on the effectiveness of the publication process and how authorities balance transparency with the protection of rights.

Thus, the House of Representatives has taken a significant step toward public accountability and transparency in the investigation of the Jeffrey Epstein case. Further developments in the Senate, the president’s signature and practical implementation of the law are awaited. The adoption of the bill is likely to become an important symbol for victims, society and the US justice system.
