As part of the expanded measures, banks from Kazakhstan and Belarus have also been included. The sanctions aim to prevent the circumvention of existing restrictions and hinder financial flows linked to Russia. The document specifies that the new measures target organizations suspected of facilitating the evasion of previously imposed sanctions.

The package strengthens control over maritime transport and expands the list of “shadow fleet” vessels involved in the shipment of Russian energy resources. Additional measures will also target companies engaged in the re-export of dual-use goods.

Visa restrictions have been tightened for Russian officials, diplomats, and individuals involved in supporting sanctioned entities. The EU notes that the adopted measures are intended to increase the effectiveness of existing sanctions and prevent their circumvention through third countries.
