EU High Representative for Foreign Affairs and Security Policy, Kaja Kallas, stated that foreign ministers of EU member states are discussing the potential lifting of economic sanctions against Syria at today’s meeting. The initiative aims to review the current sanctions regime and consider a possible softening of policy toward Damascus.

The talks in Brussels follow recent steps taken by the United States. President Donald Trump has initiated a process for the partial lifting of American sanctions on Syria. The U.S. Treasury Department is already working on relevant changes, which may affect certain categories of goods and services, as well as specific Syrian government structures.

Kallas emphasized that the EU intends to assess the humanitarian, political, and regional implications of easing restrictions. According to her, any decision will be made based on political developments in Syria and consultations with international partners, including the UN and regional states.

EU sanctions on Syria were imposed in 2011 in response to the Syrian government’s actions during the civil conflict. They include an oil embargo, asset freezes, and restrictions against individuals and entities linked to President Bashar al-Assad’s regime.

Experts note that a potential easing of sanctions may signal a shift in the international approach to Syria. Some EU countries have previously raised the need for humanitarian engagement with Damascus, particularly in light of the migration crisis and destroyed infrastructure.

However, several EU member states remain cautious, concerned about legitimizing Syrian authorities without political resolution. The issue remains under discussion, and a final decision could be delayed until consensus is reached among EU members.

A review of the sanctions policy toward Syria could impact the regional landscape and reshape the West’s engagement with the Middle East. Further consultations are planned in the coming weeks.
