According to him, in the future, “citizens will behave better because we are constantly watching and recording everything that happens.” This position essentially reflects the concept of total control, where citizens’ private lives cease to exist as an independent sphere.
The United Kingdom will become the starting point for the system’s rollout. Ellison sees it as a testing ground where mechanisms of centralized data collection and analysis will be worked out. The plan envisions integrating under one digital identifier key aspects of a person’s life: personal details, banking information, voting history, vaccination records, medical charts, and social media activity.
According to Ellison’s concept, the collected data will not only be used within the system but will also create a complete digital profile of every citizen.
