From July, Entry into Russia via RuID QR Code Becomes Mandatory

Starting July 1, 2025, foreign nationals will be required to submit a notification and obtain a QR code through RuID to enter Russia. Kazakhstan is considering reciprocal measures for Russian citizens.

Beginning July 1, 2025, Russia will introduce new border-crossing rules for foreign nationals. According to a government decree, all entrants must submit an electronic notification of their visit purpose at least 72 hours before arrival. The notification must be completed through the “Gosuslugi RuID” application. In addition, biometric data collection and presentation of the generated QR code will be mandatory at the border.

The new regulation applies to all foreign citizens, including nationals from Central Asian countries — Kazakhstan, Kyrgyzstan, Uzbekistan, and Tajikistan. Russian authorities justify the tightened measures as necessary to improve labor migration oversight and enhance national security. The RuID QR code will serve as the main digital identification tool at border crossings.

The “Gosuslugi RuID” app was launched as a unified digital platform for interactions between citizens, foreigners, and government agencies. Under the new system, entry into the country will be permitted only after successful registration and receipt of a personal code. Without it, crossing the border will not be possible. Biometric data will also be used for identity verification and monitoring foreigners' stay in Russia.

In response, Kazakhstan is actively discussing the introduction of a similar mechanism. Analysts are proposing a pre-arrival notification system for Russian citizens, to be implemented on the eGov platform. The main idea is to establish a reciprocal approach: each country will be aware in advance of who is entering, for what purpose, and for how long.

Some experts emphasize that such a step would help Kazakhstan strengthen control over foreign entries, especially amid rising migration flows. The initiative has gained support in the expert community, with emphasis placed on building a balanced policy on border movement and migration regulation. It is noted that in a changing international environment, regional countries must adapt their interaction mechanisms to new realities.

Discussions on reciprocal measures are actively taking place in the public sphere, including proposals to create a digital identifier for entrants, integrate it into state databases, and enhance migration process analytics. The proposed measures aim to establish a responsive system and improve tracking of foreign presence.

Against the backdrop of Russia’s tightening migration policies, the topic of mutual control is becoming increasingly relevant. Government and expert circles in Kazakhstan are considering the implementation of these initiatives in the short term. It is emphasized that any decisions will be made based on national interests and the need to respect the rights of foreign nationals.
