India Resumes Water Supply to Pakistan via Baglihar Dam

India has resumed supplying water to Pakistan by opening one of the sluice gates of the Baglihar Dam on the Chenab River. The decision comes in the wake of a temporary ceasefire between the two countries, which had been in a state of intense military confrontation. The restoration of water flow marks the first practical step toward reducing tensions and resuming bilateral cooperation in key infrastructure sectors.

The Baglihar Dam, located in the Indian-administered region of Jammu and Kashmir, has long been a point of contention between Delhi and Islamabad. Pakistan has accused India of violating the terms of the Indus Waters Treaty of 1960, which was brokered by the World Bank. According to the treaty, the waters of the Chenab River must flow unimpeded into Pakistani territory, despite the river’s source being in India.

The resumption of water flow follows recent agreements on a temporary ceasefire. Representatives from both sides expressed willingness for limited cooperation in humanitarian and technical areas. The Indian side stated that the opening of the sluice gate does not signify concessions but is a goodwill gesture in response to Pakistan's signals of readiness for dialogue.

In Pakistan, India’s decision was received positively. Officials from the Ministry of Water Resources and Agriculture noted that restoring the water supply is crucial for spring and summer irrigation, which is vital for crop planting and food security.

Experts emphasize that water issues have traditionally played a critical role in India-Pakistan relations, and any technical developments in this field are often interpreted as political signals. In the context of a prolonged conflict, even partial restoration of infrastructure ties can form the basis for dialogue in other areas, including energy, trade, and security.

It remains unclear whether the resumption of water supply will be a permanent measure or limited to the current ceasefire. International organizations have called on both countries to continue negotiations and uphold their commitments under the water treaty to ensure equitable distribution of resources and prevent further escalation.
