Kazakhstan became the first in the CIS to introduce a law on digital assets, establish a state AI committee, and launch a national strategy for AI and Web3 development through 2030.

Kazakhstan has become the first post-Soviet country to adopt a comprehensive law on digital assets and to establish a state authority dedicated to artificial intelligence. In 2025, the country began implementing an ambitious digital strategy aimed at achieving technological sovereignty and advancing artificial intelligence, crypto infrastructure, and language models. Key initiatives are codified in legal and institutional frameworks.

The pivotal step was the adoption of the “Digital Assets” law, which defines mining as an economic sector, introduces licensing for crypto exchanges and exchangers, establishes a tax regime for digital assets, and creates a legal environment for Web3 startups and crypto banks. The law is the first of its kind in the CIS to provide state-level regulation of the crypto industry.

In 2024, Kazakhstan established the Committee on Artificial Intelligence under the Ministry of Digital Development. This is the region’s first dedicated state body responsible for AI standardization, accreditation of domestic developments, and integration of AI into the public sector. The committee works alongside the Presidential AI Council, which includes international experts, Kazakh specialists, and industry leaders. The council is developing a long-term strategy through 2030 and defining ethical standards for AI use.

A separate AI law is currently under discussion, addressing legal definitions, risk classifications, algorithmic transparency requirements, system audits, and mandatory labeling of synthetic content. The draft is under review in the Mazhilis.

Kazakhstan has also launched a national AI platform for dataset storage, model training, API access, and cloud solutions. Pilot universities, government agencies, and tech startups are connected to the platform. A key milestone is KazLLM, the country’s first large language model, trained on 148 billion tokens and supporting Kazakh, Russian, English, and Turkish.

To support AI development and digital projects, a tax- and duty-exempt supercomputer has been procured for model training, big data analytics, and financial monitoring. The international research and talent development hub Alem.ai has been established, with a goal to train one million people by 2030.

The AI-Qyzmet program is being implemented to train civil servants in AI-based document management and analytics. Educational initiatives such as Tomorrow School and TUMO Center are also underway, offering peer-to-peer programs in Python, cybersecurity, DevOps, and UI/UX.

A crypto sandbox is operating under the AIFC and National Bank, testing crypto ATMs, digital cards, and new forms of payments. Partners include global platforms like Solana, Binance, and Mastercard. Legal groundwork is underway for launching a national stablecoin and crypto reserve.

Kazakhstan also hosted the finals of the ICPC international student olympiad and launched its own national AI Olympiad, AI.Olymp, to develop local IT talent.

By 2030, plans include applying AI in healthcare, agriculture, and education; launching a multimodal KazLLM; opening a Cryptocity test zone; issuing a stablecoin; and building a national crypto reserve. These initiatives aim to strengthen Kazakhstan’s position in digital transformation and ensure sustainable technological progress.
