Kazakhstan to Establish Ministry of AI and Digital Development

President of Kazakhstan Kassym-Jomart Tokayev set the goal of transforming the country into a fully digital state within three years. To implement this course, a new Ministry of Artificial Intelligence and Digital Development will be established on the basis of the Ministry of Digital Development, Innovation and Aerospace Industry. The head of the new ministry will hold the rank of Deputy Prime Minister.

Tokayev emphasized that large-scale digitalization and the introduction of artificial intelligence technologies should become the foundation for the modernization of the economy. As a first step, the president ordered to accelerate the adoption of the Digital Code. This new draft law will define the key areas of the country’s digital development, including the application of artificial intelligence, the growth of the platform economy, the use of big data, and the introduction of other advanced technological solutions.

The head of state also proposed a number of institutional changes. In particular, a state digital assets fund will be established on the basis of the National Bank of Kazakhstan, which will accumulate a strategic crypto reserve. According to Tokayev, this will allow the country to form new financial instruments and ensure the long-term sustainability of the national economy.

In addition, the Committee for the Return of Illegally Acquired Assets under the General Prosecutor’s Office will be reorganized and renamed as the Committee for the Protection of Investors’ Rights. The president noted that this decision is aimed at increasing trust in Kazakhstan’s investment system and creating additional guarantees for businesses.

Special attention has been given to the development of digital infrastructure in cities. Tokayev announced that Alatau will become the country’s first digital city, where transactions will be carried out in cryptocurrency. This project should demonstrate the potential of digital technologies in everyday life and serve as a model for further implementation in other regions.

Thus, the outlined initiatives form a strategic plan for Kazakhstan’s digital transformation, based on the development of artificial intelligence, the creation of a modern legal framework, and the introduction of new tools into the economy.
