Ukraine and the Council of Europe Sign Agreement to Establish Tribunal

Ukrainian President Volodymyr Zelensky and the Secretary General of the Council of Europe have signed an agreement launching a special international tribunal, the primary purpose of which is to examine cases related to the actions of the Russian Federation’s leadership. According to both parties, the initiative is aimed at ensuring legal accountability for waging war against Ukraine.

The tribunal’s stated goal is to prosecute the crime of aggression as well as other violations of international law. The tribunal is expected to target political and military leadership, including senior officials. Zelensky specifically expressed confidence that Russian President Vladimir Putin will be among those prosecuted. He emphasized that the implementation of this accountability mechanism demonstrates Europe’s commitment to justice and international legitimacy.

Council of Europe representatives confirmed that the tribunal will operate under an international mandate and in coordination with existing legal institutions. It is expected to complement the work of the International Criminal Court by focusing on the crime of aggression, which is not always covered by current jurisdictions. Work is already underway to develop the legal framework and procedural mechanisms.

The Ukrainian side stressed the importance of international support in pursuing legal accountability for those responsible. According to the President’s Office, the agreement with the Council of Europe paves the way for establishing an independent and effective judicial structure. The project involves international experts, including legal professionals from Council of Europe member states with relevant experience in international law.

Amid the ongoing conflict, Ukraine has been actively promoting the idea of creating separate international mechanisms for legal assessment of the events. Zelensky has repeatedly called for the prosecution of Russian officials for aggression and violations committed during the hostilities. The new tribunal is viewed as a tool for establishing justice and preventing future conflicts.

The final structure and jurisdiction of the tribunal are expected to be determined through further intergovernmental consultations. The project has already received preliminary support from several European governments but remains subject to further political and legal negotiations. Ukraine hopes the mechanism will become operational in the near future and serve as a component of the international justice system.
