Reuters has released details of a proposed US peace plan aimed at resolving the conflict between Russia and Ukraine. According to sources, the document was delivered to Moscow by US special envoy Steve Witkoff. Previously, the plan was presented during negotiations in Paris on April 17, which included European countries and representatives of the Ukrainian side.

A key element of the proposal is the immediate and permanent cessation of hostilities, followed by the launch of official negotiations between Kyiv and Moscow. It outlines the establishment of a diplomatic channel and international monitoring of the ceasefire.

The plan also includes provisions for territorial resolution. Specifically, it suggests formal recognition of Crimea as Russian territory and de facto acceptance of Russia’s control over the four regions annexed in 2022. At the same time, part of the Kharkiv region is proposed to be returned to Ukraine, though the specific areas are not detailed.

One of the central points concerns Ukraine’s geopolitical alignment. According to the document, Kyiv would have to abandon its NATO membership aspirations. In return, Ukraine would receive a neutral status along with security guarantees from several European countries, including Germany and France. The specifics of these guarantees are not outlined in the proposal.

The US also suggests partial lifting of sanctions on Russia. This would be implemented gradually, depending on the fulfillment of the agreement’s terms and the maintenance of a stable ceasefire. The plan also mentions the potential resumption of US-Russia cooperation in the energy and industrial sectors.

Another provision addresses the status of the Zaporizhzhia Nuclear Power Plant. Under the plan, Ukraine would receive formal ownership, while operational and technical control would be handed to the US. This is intended to ensure the plant’s security and prevent its military use.

The proposals presented by Witkoff received mixed reactions. Moscow has not issued an official response but did not rule out continued consultations. Kyiv, for its part, has repeatedly stated that any negotiations must be preceded by a full withdrawal of Russian troops from occupied territories. The Ukrainian president’s office has yet to comment on the publication.

European countries involved in the discussions expressed their readiness to support diplomatic efforts, emphasizing the importance of Ukraine’s sovereignty and territorial integrity. Paris, Berlin, and Brussels view the document as a potential starting point for dialogue, provided the parties show a willingness to compromise.

A White House spokesperson declined to confirm or deny the document’s existence, stating that the US continues to work with allies to de-escalate the conflict through diplomacy.

The disclosure of the plan’s terms sparked active debate among experts. Many analysts noted that the US proposals reflect an attempt to balance the interests of both sides while preserving geopolitical stability in Europe. However, successful implementation would require political will from both parties and support from major external stakeholders.
