Germany develops an action plan in case of conflict with Russia
Berlin has prepared an updated plan for deploying NATO troops to the east in the event of a major armed conflict, including transport corridors, bridges, ports and routes for moving up to 800,000 allied soldiers.
The German authorities have developed a detailed action plan for a large-scale armed conflict on the eastern flank. According to European sources, the document provides for preparing the country’s infrastructure for the rapid deployment of NATO forces and coordinating large-scale movements of allied troops. The plan reflects Berlin’s growing concerns about possible escalation scenarios and the need to adapt logistical capabilities to the requirements of collective defense. Particular attention is given to transport corridors that must ensure uninterrupted movement of large military units and heavy equipment.
According to the document, Germany is considering a scenario in which up to 800,000 military personnel from NATO countries, including major contingents from the United States, the United Kingdom and other allies, would need to be transported. Movement routes are distributed across several key directions designated as priority in the plan. The list includes railway lines, highways, bridges, river transport hubs and ports of the North and Baltic Seas. It is noted that Germany plays a central role in Europe’s logistical architecture, as most troop and equipment flows will pass through its territory.
An important element of the plan is assessing the resilience of transport infrastructure to possible threats. German specialists conducted a risk analysis related to cyberattacks, sabotage and infrastructure overload. The document contains recommendations for strengthening security measures around critical facilities, including bridges over the Rhine and the Elbe, major railway hubs and strategic ports such as Hamburg, Kiel and Rostock. Measures for accelerated repair of damaged sections and the creation of bypass routes, if necessary, are also provided. German authorities note that modernizing infrastructure will ensure continuous support for allied forces in a potential crisis.
Special attention is given to coordination between the German armed forces and NATO allies. The plan envisages the creation of operational centers that will monitor troop movements in real time, manage equipment flows and coordinate with member-state commands. The document also states that government bodies and local authorities must be prepared for rapid cooperation with military structures, providing support for transport and public services. As part of the preparations, consultations have already been held with representatives of railway companies, port administrations and emergency services.
Among the provisions of the plan is the use of air corridors and airfields capable of receiving heavy transport aircraft. Germany intends to increase the capacity of key airfields, expand equipment storage areas and improve the air traffic management system. The document emphasizes that effective use of air resources will be crucial in the first days of a potential crisis, when rapid deployment of long-range forces is required. Additionally, the possibility of using civilian airports in case of increased pressure on military facilities is being considered.
Representatives of the ministries of defense, transport and interior, as well as security experts, participated in the discussions. German officials note that such documents help enhance readiness for potential challenges and strengthen the country’s defense capabilities. They emphasize that preparation of the plan does not imply the inevitability of conflict, but is aimed at fulfilling Germany’s obligations within NATO. Authorities believe that strengthening infrastructure and improving allied coordination are important components of strategic stability in Europe.
In the coming months, the plan will be submitted for further development and approval at the ministerial level. Its provisions are expected to be used in the development of long-term modernization programs and strengthening Germany’s capacity to ensure collective security. The situation remains under close attention both within the country and among NATO partners, as the document forms the basis for possible actions in the event of a serious international crisis and underscores Germany’s role as a key logistical hub in Europe.
