The Ministry of Foreign Affairs of Kazakhstan has announced the launch of a new visa program for foreign investors. As part of this initiative, a so-called “golden visa” will be issued, allowing long-term residence in the republic. Citizens of foreign countries who have invested at least USD 300,000 in Kazakhstan’s economy will be able to submit an electronic application for this visa.

Investments can be made into the authorized capital of Kazakhstani companies or into the purchase of issued securities registered in Kazakhstan. Thus, the initiative covers both direct investments in operating businesses and participation in the country's stock market. The new visa policy aims to stimulate the inflow of foreign capital and provide investors with stable residency conditions.

The program provides the opportunity to obtain a residence permit in Kazakhstan for up to 10 years. This means that investors will not only be able to stay in the country on a long-term basis but may also eventually qualify for permanent residence. The visa does not automatically grant citizenship but creates a pathway toward obtaining permanent resident status in the future.

According to the Ministry of Foreign Affairs, Kazakhstan offers its own model of investment residency aligned with international standards. Similar programs have long been in place in a number of developed countries, including EU member states, the United States, the United Arab Emirates, and Singapore. In international practice, such visas are seen as effective tools for attracting capital, advanced technology, and business activity into the country.

The Ministry emphasizes that this measure is part of a broader strategy to improve the investment climate and stimulate business activity. In particular, investors who receive the visa will have access to legal and financial tools designed to protect their investments, including access to international arbitration and support from national development institutions.

The document regulating the investment visa procedure will take effect 10 days after official publication. It will detail the eligibility criteria, list of required documents, and the procedure for submitting and reviewing applications. Applications can be submitted online, which will speed up the process and make it accessible to applicants from various countries.

The new visa is expected to attract business representatives interested in contributing to Kazakhstan’s economic development, including in the fields of industry, IT, financial services, logistics, and agriculture. Authorities expect the initiative to bring not only capital but also expertise that will foster technological transformation and job creation.

Special attention is being given to the transparency of the visa process. All decisions on applications will be made by an interdepartmental commission consisting of representatives of government bodies and investment institutions. This approach is intended to ensure objectivity in reviewing applications and minimize corruption risks.

The new investment residency program is part of a series of reforms aimed at enhancing Kazakhstan's investment appeal. The government is taking measures to modernize the legal framework, improve administrative procedures, and create conditions for fair competition. The introduction of the investment visa is seen as a logical continuation of these reforms.

The initiative is expected to expand Kazakhstan’s circle of international partners and deepen economic cooperation with various countries. The program’s rollout will be accompanied by an information campaign to attract the attention of foreign investors. In the future, authorities do not rule out the possibility of revising participation conditions based on market trends and international experience.
