Kyiv expressed readiness to discuss Trump’s proposed settlement plan

Ukrainian representatives for the first time reported readiness to consider the settlement option proposed by the United States which was earlier presented as a basis for future negotiations. Information about the document containing twenty eight points drew wide attention because it implies changes in several fundamental issues related to Ukraine’s security political system and territorial structure. According to the deputy representative of Ukraine to the Security Council establishing a ceasefire is a basic condition without which discussion of further steps is impossible. He clarified that in any potential negotiations clear red lines defined by the country’s leadership must be taken into account.

In parallel reports appeared regarding the preliminary content of the plan which is considered as a basis for possible dialogue. Among the proposals are points concerning Ukraine’s obligations in foreign policy. One of them concerns Kyiv’s refusal to join military alliances and clarification of the future model of interaction with partner states. Certain provisions envisage possible transfer of additional territories in the east which is one of the most sensitive issues for the Ukrainian side. This approach implies the creation of a mechanism for controlled use of funds in accordance with established parameters.

Another element of the project includes provisions on holding elections in Kyiv within one hundred days after signing the agreement which should become the starting point for transitioning to an updated political cycle. These norms are aimed at ensuring the functioning of state institutions under settlement conditions and creating conditions for political stability. Some Ukrainian representatives emphasize that any changes in the political system must take place within the constitutional process and in accordance with existing procedures. Within the discussion issues of security and cooperation with international structures regarding monitoring the implementation of agreements were also considered.

One of the most debated aspects is the fact that preliminary contacts on the document were conducted without direct participation of representatives from Ukraine and the European Union. This caused mixed reactions in several European capitals because such decisions affect regional interests and European security. Ukrainian representatives reported that they intend to discuss the initiative directly to form their own position and communicate it to the American side. According to participants in the process consultations must take into account the interests of all sides to avoid unilateral approaches that may lead to new risks.

The situation around the plan received wide attention ahead of possible high level meetings. Ukrainian representatives stated that they consider the proposed document as a basis for analysis but require additional clarification on several points. Domestic political discussion in Kyiv highlights the need to consider national interests and ensure long term security. Representatives of European countries also expect further consultations to define their positions regarding possible changes in regional policy.
