Mojtaba Khamenei’s Address: A Course Toward Mobilization
The fortieth day after the death of Iran’s Supreme Leader Ali Khamenei was not chosen for a public statement by chance. In the Shiite tradition, this date symbolizes the completion of mourning and the transition to a new stage. Mojtaba Khamenei’s address effectively consolidates the idea of continuity and sets a framework for further mobilization of society.
The text emphasizes that his father’s death is described as “the greatest crime of the enemies of Islam and Iran,” and what is taking place is presented as a continuation of the “Third Defensive War.” Such language fixes the official interpretation of events: the country is in a state of confrontation, and internal unity is regarded as a strategic resource.
A separate emphasis is placed on the role of the people. Mojtaba Khamenei calls for maintaining a mass presence in public space even in the event of negotiations with external opponents. This means that the leadership does not intend to move the conflict exclusively into the diplomatic sphere and considers street support as a factor of pressure.

In the name of Allah, the Most Gracious, the Most Merciful.
Indeed, We have granted you a clear victory, so that Allah may forgive your past and future sins, complete His favor upon you, guide you to a straight path, and grant you mighty help. (Surah “Victory,” verses 1–3)
Forty days ago, one of the greatest crimes of the enemies of Islam and Iran occurred, as well as one of the most severe national losses in the history of this people — the loss, the bitterness of the martyrdom of the great Leader of the Islamic Revolution, the father of the Iranian nation and the Islamic community, the leader of the fighters for truth in the modern era, the master of the martyrs of Iran and the face of resistance, Grand Ayatollah Seyyed Ali Khamenei — may Allah sanctify his pure soul.
For forty days, the exalted spirit of the martyred Leader has been in the hospitality of Divine proximity, alongside the prophets, the righteous, and the martyrs. And at the same time, following him, a large group of his companions, commanders and soldiers of Islam, as well as defenseless compatriots — from infants only a few days old to the elderly — have been granted this great mercy.
For forty days and nights, the Almighty and Most High Lord has called to Himself the leader of this community. But this time, unlike what occurred in the time of the Prophet Musa (Moses), the companions of the martyred Leader and the community were sent to establish truth and confront falsehood. Like unshakable mountains, they stood firm against Samiri and his calf and, like molten lava, descended upon the heads of aggressors and pharaohs.
For forty days and nights, the arrogant world powers removed their false and deceptive masks and exposed their repulsive and satanic face: killings and oppression, aggression and lies, tyranny and corruption, infanticide and despotism.
But on the other hand, for forty days and nights, the proud sons of the great Khomeini and the dear martyred Khamenei, as well as the followers of the purest Islam of Muhammad (may Allah bless him and his family and grant them peace), with unprecedented diligence and courage have been present on the battlefields, in the streets, and in the trenches. And despite blows and losses from the savage invasion of the enemy, they have turned the Third Defensive War into the arena of the sacred epic of the Third Defense.
The conscious and vigilant people of Iran, although they showed that they grieve over the great loss of the martyred Leader, by following the direct heirs of Husayn’s Ashura, transformed this sorrow into an epic and the memorial speech into a battle cry. By this they cast the heavily armed enemy into astonishment and despair and compelled the free people of the world to admire them.
This time, the ignorance and recklessness of the arrogant led to the month of Esfand 1404 (February–March 2026) becoming the beginning of a new chapter in gaining strength and elevating the name of Iran and the Islamic Revolution. The banner of Islamic Iran rose not only on the geographical map of our country but also in the depths of the hearts of truth-seekers throughout the world.
The Qualities and Arts of the Martyred Leader
This anniversary is a good opportunity to briefly assess and present the great Leader. We speak of a man who, despite being so well known, remained insufficiently known. Everyone knows that our martyred Leader was a perceptive and knowledgeable jurist, a tireless fighter, firm and unbreakable like a mountain, a scholar acting in accordance with his knowledge, a divine man constantly remembering Allah, performing night prayers and humbly supplicating to the Lord, seeking the intercession of the infallible saints (may Allah’s blessings and peace be upon them), and believing wholeheartedly in Divine promises.
Among his other qualities were love for Iran and constant efforts to achieve even greater independence for the beloved Iran, while emphasizing unity, cohesion, and national harmony. He lived his life fighting to establish and preserve the Islamic system of governance, and in his view, the Islamic Republic without the people was meaningless.
Possessing authority and firmness, he also had refinement and subtlety in his thinking and approach to affairs. He paid special attention to the country’s talents, especially the youth. He valued science, technology, and progress under their auspices. He highly esteemed the families of great martyrs, veterans, and noble benefactors.
In various fields he possessed invaluable experience and accumulated knowledge spanning sometimes several decades, along with many other qualities, the enumeration of which would require a long list.
In these days some media often speak of his art, art scholarship, and upbringing through art. In itself, even taken separately, this quality may represent great value for a personality, and undoubtedly our dear Leader possessed it in the truest and highest sense. But in comparison with his other qualities and virtues it seems insignificant. I personally know many of his arts:
One of his great arts, to which little attention is paid, is the art of educating society through shaping the thoughts, souls, and feelings of vast popular masses and social groups.
Another of his arts is the purposeful creation of institutions, which he undertook especially in the early years of his leadership, taking into account distant perspectives.
Another of his arts is action to strengthen the country’s military structure, and the people of Iran have already felt the positive consequences of this in the last two defensive wars.
Also the ability for innovation and creativity in various fields — from science to strategy and politics — was one of his arts, some reflections of which can be seen in the development of the general policies of the system. As well as the ability to create meanings through the timely creation of words and original constructions, each of which generated and carried many meanings from which public discourse was formed.
And also the art that was the result of tempering his exalted spirit in hardships, trials, and afflictions, thanks to his patience and steadfastness on the path of truth — the art of foreseeing distant events, for “the believer is discerning.” And other arts that cannot be briefly enumerated.
All these arts and virtues had no other source than special Divine protection and care of his masters and righteous forefathers (may Allah bless them and grant them peace). Perhaps what attracted to him this protection and care can be found in his tireless, sincere struggle to elevate the Word of truth and in his self-sacrifice. However, especially beyond the hardships of struggle with the treacherous Pahlavi regime, he benefited greatly from one special opportunity on the path of fulfilling his duty, about which ordinary people usually do not know.
It was destined that Seyyed Javad (the father of Ali Khamenei), who passionately sought knowledge and, of course, wanted to act in accordance with it, when his great father was on the verge of losing his sight, after many years of study with esteemed teachers, left all external opportunities for academic progress and building a future in Qom and, relying on Divine mercy, devoted himself to his father. Divine favor manifested itself in this self-sacrifice such that suddenly Seyyed Ali Khamenei, even before the age of thirty, shone like the sun from Khorasan, quickly becoming one of the pillars of thought and struggle in writing, and at the same time achieving notable success in traditional sciences. Thus, in the 1950s (of the Shah’s calendar), he was known to the SAVAK organization as “Ali Khamenei from Khorasan.”
It should be emphasized that this process of both internal and external development of this great man continued in subsequent periods. Now, as a lesson from the behavior of great people and especially such a personality, it is very appropriate that we make sincere goodwill toward one another and compassion our way of action. For this quality, combined with possessing Divine all-encompassing mercy, is an important distinction between those who stand under the banner of truth and those who swirl around the banner of falsehood. Undoubtedly, following such a way of action will open the gates of heaven and send down all kinds of Divine and hidden assistance — from the descent of merciful rain to victory over the enemy and even scientific and technological progress.
In these days it is often heard how various groups of dear people rightfully and with regret recall that unique personality, and little by little more facets of his radiant personality are revealed. Also, thanks to following one of his specific actions, the image of how he clenched his fist at the moment of martyrdom is spreading among people. Now this clenched fist has become for some a symbol of common conviction. Thus it is once again proven that the influence of a martyr is greater than the influence of a living person, and his clear call to monotheism, seeking truth, fighting oppression and corruption sounds louder, and his message is more effective than during his lifetime. And slowly but surely the testament of this great martyr, which was happiness for this and other Muslim nations, approaches reality.
The Victory of the Heroic People of Iran in the Third Defensive War
Brothers and sisters, compatriots! Today, having reached this point of the epic of the Third Defense, it can be confidently said that you, the heroic people of Iran, have become the unconditional victors in this field.
Today the dawn of the elevation of the Islamic Republic as a great power and the entry of arrogance onto the path of weakening are evident to all. This is undoubtedly Divine grace granted to the Iranian people through the blessing of the blood of our martyred Leader and other martyrs wrapped in shrouds and defenseless compatriots, and the fallen leaves of the tree of knowledge, and through the prayers and humble supplications of the entire nation before the Lord, and their selfless presence on the battlefields, in neighborhoods and mosques, and through the selfless, unpaid and sincere sacrifices of the fearless warriors of Islam in the Revolutionary Guard Corps, the army, law enforcement forces, unnamed fighters and border guards.
This grace, like any other, must be thanked so that it may be preserved and multiplied, for: “If you are grateful, I will surely increase you” (Quran, 14:7). Practical gratitude for this grace is tireless effort to achieve a strong Iran.
The Importance of Continuing the Presence of the People on the Scene
What is necessary in the current situation to achieve this slogan and strategic goal of the martyred Leader is the continuation of the presence of our dear people similar to what it was in these forty days. This presence is one of the important pillars of the position in which powerful Iran stands.
Therefore, one should not think that with the announcement of negotiations with the enemy, presence in the streets is no longer needed. On the contrary, even if, hypothetically, the need arises for a period of calm on the military front, then the duty of those people who have the opportunity to be present in fields, neighborhoods, and mosques will seem even heavier. Undoubtedly, your voices in the squares influence the outcome of negotiations, just as the impressive number and growth of millions of selfless signatures for Iran is one of the influencing factors in this arena.
By the will of Allah, the Blessed and Most High, thanks to this creativity of roles and its continuation, the future that awaits the Iranian people promises them the arrival of a great, brilliant era filled with dignity, pride, and wealth.
When our martyred Leader assumed leadership, the Islamic Republic was like a sapling upon which the enemies of Islam and Iran had inflicted many wounds, although it endured them with honor. But when, after nearly 37 years, he left the seat of leadership of the community, he left behind a Blessed Tree whose roots had strengthened and whose branches and foliage shaded important parts of the region and the world.
The path to achieving “Iran, the stronger the better” lies through unity among different strata of society, which he repeatedly emphasized. A significant part of this unity took shape in these forty days: people’s hearts drew closer, the ice between various strata with different views began to melt, all gathered under the banner of the Homeland, and with each day both the number of this gathering and its quality increase. Many of those who have not yet joined such presence are with them in heart and share the opinion of those gathered in the squares.
In these days many are experiencing a so-called “civilizational view,” looking into the distance and creating for themselves an image not illusory but based on current realities and the future. This is a quality that until recently could be seen in that small group led by the martyred Leader. Thus any observer notices the rapid and miraculous growth of this nation. And it is no coincidence that these days, when a wise, well-known, and highly respected jurist speaks with you about this situation, his voice is often interrupted with emotion.
Remarks on Southern Neighbors, Compensation for Damage and Blood Money of the Martyrs
In this connection I say to the southern neighbors of Iran: you see a miracle. Look carefully and understand correctly, stand in the right place, and have a bad opinion of the false promises of satanic powers. We are still waiting for an appropriate reaction from you to show you our brotherhood and goodwill. This will not happen unless you abandon the arrogant ones who will not miss any opportunity to humiliate and exploit you.
Everyone should know that, with God’s help, we will by no means leave the aggressor criminals who attacked our country. We will certainly demand compensation for every damage inflicted and blood money for the martyrs and the debts of the veterans of this war, and we will certainly bring the management of the Strait of Hormuz into a new phase. We were not and are not supporters of war, but we will in no way renounce our legitimate rights, and in this regard we consider the entire front of resistance as a single whole.
Guidance to the People
At this stage, until achieving what belongs to us:
First, all members of the nation should try to show leniency toward one another so that, due to the difficulties that naturally arise in any war, less pressure is exerted on various strata. Of course, these difficulties, which are significantly greater on the opposite side, thanks to the efforts of your brothers and sisters in the government and other institutions, have been largely avoided.
Second, it is necessary to beware of vulnerable points that are windows into the brain and heart before media supported by the enemy or acting together with it. Undoubtedly, these media do not wish good for the country and the people of Iran, and this has been proven repeatedly. Therefore either completely refrain from interacting with them and using them, or at least treat everything they present with great suspicion.
Third, although the dear people, after the end of the official mourning for the martyrdom of their great leader, will remove their mourning garments, they will preserve in their soul and heart a living determination to avenge his pure blood and the blood of all martyrs of the Second and Third Defensive Wars and will constantly await its realization.
In conclusion, I address our Master — may Allah the Most High hasten his glorious appearance: we, with faith in Almighty Allah, with intercession to the infallible Imams (may Allah’s blessings and peace be upon them), and following our martyred Leader, stand under your banner and before the front of disbelief and arrogance. On this path we have sacrificed precious martyrs from various strata of society for the honor, independence of the country, and greatness of Islam and the Islamic Revolution, and we have borne other losses. With all our hearts we are attached to your special prayer for the final victory over the enemy — whether in negotiations or on the battlefield — and we hope that as soon as possible we and our enemies will see its miraculous effect, if Allah wills.
And peace be upon you, and the mercy of Allah and His blessings.
