Norway Ready to Execute ICC Arrest Warrant for Netanyahu
The Norwegian Ministry of Foreign Affairs stated that if Israeli Prime Minister Benjamin Netanyahu visits the country, the arrest warrant issued against him by the International Criminal Court (ICC) will be executed.
In an official statement, the MFA emphasized that Norway is a state party to the Rome Statute, which established the ICC, and is obliged to comply with the court’s decisions. A ministry representative reminded that the provisions of the statute require unconditional cooperation of member states with the court, including the arrest of persons subject to warrants and their transfer to The Hague.
The arrest warrant for Netanyahu was issued by the ICC in connection with allegations related to the actions of the Israeli armed forces in the Gaza Strip. The document cites alleged violations of international humanitarian law, including acts the ICC qualifies as war crimes. The warrants also list other high-ranking Israeli officials whose actions are subject to investigation.
The Norwegian MFA noted that the execution of the warrant will be carried out automatically if the person named in it is present on Norwegian territory, regardless of the purpose of the visit — whether an official visit, participation in international events, or a private trip. Diplomats stressed that this approach is consistent with Norway’s obligations under the Rome Statute and does not allow for political exceptions.
The issuance of arrest warrants for Israeli officials has caused a wide international reaction. Israeli authorities called the ICC’s actions illegal and politically motivated, stating that the court has no jurisdiction over Israel, as the country is not a party to the Rome Statute. At the same time, the ICC insists it has the authority to handle cases related to the situation in Palestine, which is recognized as a state party to the statute.
Norway, along with other European countries, maintains that ICC decisions must be enforced by all its members. Similar statements have previously been made by the governments of Ireland, Spain, and Belgium, noting that warrants will be executed if individuals named in them cross their borders. This creates potential diplomatic complications for Israeli officials planning trips abroad.
The issue of executing the ICC warrant against Netanyahu has both legal and political significance. For countries within the ICC system, it is a test of their commitment to international law, and for Israel, it is a challenge related to maintaining relations with partners given the risk of arrest of high-ranking representatives.
The situation regarding the warrants is also being discussed in international forums, including UN Security Council and Council of Europe meetings. Human rights organizations welcome the statements of states ready to enforce ICC decisions and call for equal treatment of all individuals, regardless of their political status.
