Yerevan and Baku Call for OSCE Minsk Group Dissolution
The Armenian Ministry of Foreign Affairs reported that OSCE member states have received a joint appeal from Armenia and Azerbaijan proposing to cease the activities of the Minsk Group.
According to the Armenian foreign ministry, the appeal contains a call for the official dissolution of the structure created to facilitate the settlement of the Nagorno-Karabakh conflict. Armenia and Azerbaijan stated that they consider the mission of the Minsk Group to be completed and see no need for its further operation.
The OSCE Minsk Group, established in 1992, had long been engaged in mediating between the parties to the conflict. It included co-chairs from Russia, the United States, and France, as well as representatives of other participating states. In recent years, the group’s activities have been effectively suspended amid changes in the negotiation format and the conclusion of new agreements directly between Baku and Yerevan with the mediation of individual countries and international organizations.
The joint stance of Armenia and Azerbaijan on the dissolution of the structure reflects the parties’ intention to develop bilateral mechanisms of interaction and seek ways of settlement with the participation of a limited number of mediators. According to the Armenian Foreign Ministry, the appeals have been sent to all OSCE member states for consideration and for a decision on the format of the organization’s future work in the region.
