A meeting was held in Berlin between U.S. Special Representative Steve Witkoff and Ukrainian President Volodymyr Zelensky, focused on discussing the parameters of a possible peaceful settlement of the conflict. During the talks, the U.S. side outlined a hardline position and did not express readiness for compromises on key points of the proposed plan. The discussion demonstrated the presence of deep disagreements between the participants in the dialogue.

The U.S. side insists on an accelerated end to the conflict and a transition to political settlement. Emphasis is placed on the need to reach agreements within a short timeframe, which, in Washington’s view, would allow the situation to stabilize and move to the next stage of international relations surrounding Ukraine. This approach was identified as a priority and does not imply significant concessions.

The Ukrainian side, as well as representatives of the European Union, pointed to persistent contradictions which, in their assessment, do not allow for a rapid agreement. It is noted that a number of provisions of the proposed plan raise serious objections in Kyiv, as they affect issues of territorial integrity and future security guarantees. These disagreements became a central topic of the meeting.

Among the conditions discussed is Ukraine’s refusal to continue hostilities with the aim of regaining part of the lost territories. According to participants in the talks, such an approach directly affects the prospects of Ukraine’s further integration into Euro-Atlantic structures. In particular, it is noted that the implementation of such a scenario could complicate the process of the country’s potential accession to NATO.

The negotiations were described as tense, with the parties recording a lack of convergence on a number of key issues. During the meeting, possible formats for further dialogue were discussed, as well as the role of European states in the decision-making process. The consultations are viewed as part of a broader diplomatic process.

It is expected that the discussion will continue with the participation of several European leaders. The upcoming contacts are intended to clarify the positions of the parties and search for options that could reduce the level of disagreements. At the same time, uncertainty remains regarding the timing and substance of possible agreements.

The situation surrounding the talks shows that the peace settlement process remains complex and requires coordination of the interests of multiple parties. The hardline position of the United States, Ukraine’s stance, and the approaches of European countries form a multi-level diplomatic configuration, within which further developments will depend on the willingness of the parties to revise their demands.
