The United States of America is taking two key steps regarding Ukraine. On one hand, the possible sale of Patriot air defense equipment worth about one hundred five million dollars has been approved with the aim of strengthening Ukraine’s air defense and supporting its partnership with the United States. On the other hand, Washington is involved in preparing a secret 28 point peace plan on Ukraine, which is already being discussed with Russia and several European partners. Both initiatives indicate the United States’ intention to strengthen its influence on the conflict and simultaneously prepare a diplomatic solution.

The US Department of Defense and the Department of State informed Congress about their approval of the potential sale of a Patriot equipment package to Ukraine, which includes launcher upgrades, spare parts, logistical support, and personnel training. The agreement is intended to strengthen Ukraine’s ability to counter missile and drone attacks and will not affect the defensive capability of the United States. The published statement says that the deal will assist a partner country that contributes to political stability and economic progress in Europe. Europe and Ukraine previously received Patriot systems from other countries, and now the United States is offering technical support and modernization of existing systems.

At the same time, sources report that the United States and Russia are jointly developing a 28 point peace plan on Ukraine under the leadership of US special envoy Steve Witkoff. The plan outlines four main areas: ending the war in Ukraine, ensuring security guarantees, strengthening European security, and defining the future relations of the United States with Ukraine and Russia. Witkoff has already held discussions with Russian representative Kirill Dmitriev and also raised the document with the Ukrainian president’s national security adviser. The White House has begun confidential briefings for Ukrainian and European officials about the plan, which remains flexible and is being adjusted based on the sides’ proposals.

According to sources, a planned meeting between the president of Ukraine and Witkoff in Turkey was postponed. At the same time, the Pentagon sent a delegation to Kyiv to discuss the details of military assistance and further guarantees. Negotiations with Russian officials are expected afterwards. Diplomatic officials emphasize that the plan may be presented before the next meeting between the presidents of the United States and Russia, although no public presentation has been announced.

Experts note that the chosen approach reflects the United States’ comprehensive strategy: combining increased military support for Ukraine with preparations for political settlement. The sale of Patriot equipment strengthens Ukraine’s defense capability in the short term, while the 28 point plan focuses on long term stability and security in Europe. This combination suggests that Washington views Ukraine not only as a current security partner but also as part of a broader international relations framework.

However, questions remain regarding the implementation of both initiatives. The sale of equipment requires contract approval, personnel training, and logistical infrastructure inside Ukraine. As for the peace plan, uncertainty persists regarding the inclusion of Ukrainian and European positions in the final text, as well as Russia’s participation and the mechanisms of guarantees. Some analysts note that without full involvement of Kyiv and its Western partners, the plan may not gain sufficient support. Others warn that the combination of increased arms supplies and preparation of a peace plan may be perceived by Russia as pressure from two sides.

Overall, the agreements and diplomatic steps reflect the evolving nature of US foreign policy regarding the conflict between Ukraine and Russia. Washington demonstrates readiness to use both defense tools and diplomatic mechanisms to strengthen its influence and shape conditions for peaceful settlement.
