Germany continues to discuss the updated conscription system for the Bundeswehr, which is set to take effect in two thousand twenty six. Amid preparations for the reform, attention was drawn to data from the Federal Statistical Office published by the German newspaper Die Welt. According to the information, thousands of young German citizens hold multiple citizenships, including Russia and Kazakhstan. These findings highlight the scale of demographic changes within the pool of potential conscripts and raise additional questions about further regulation of the status of individuals with multiple nationalities. German authorities are preparing a system that should take into account the social and legal specifics of this category of citizens.

According to the statistical office, as of May two thousand twenty two, Germany was home to three hundred forty thousand eight hundred fifty nine male citizens born in two thousand eight. Among them, fifty six thousand six hundred ninety three people possessed one or more additional citizenships besides German. Of these, three thousand six hundred ninety one had Russian citizenship, and one thousand six hundred twenty had Kazakh citizenship. Significant numbers of young people with Turkish, Polish, Italian, Serbian and Moroccan citizenship were also recorded. These data indicate that the multinational character of German society directly influences the composition of the future conscription pool.

In December of this year, the Bundestag is expected to finalize the adoption of new conscription rules. According to the draft law, all eighteen year olds will be required to fill out a questionnaire to determine initial health information and factors that may影响 eligibility for service. Afterwards, young people will undergo a medical commission to determine their fitness category. If there are not enough volunteers to staff the Bundeswehr, a random selection mechanism is planned. This approach aims to ensure the required number of service members while maintaining principles of equality and legality.

The German Ministry of Defense emphasizes that this requirement is not related to distrust toward people with multiple citizenships. According to the ministry, the information is necessary for fulfilling state obligations and properly determining each individual’s status within the conscription system. Officials highlight that recording such data helps avoid legal contradictions that may arise when obligations exist toward more than one country.

Experts note that possessing multiple citizenships may create legal complexities requiring special regulation. On the one hand, young people with multiple nationalities have the same rights and obligations as German citizens. On the other hand, participation in mandatory service may require coordination between countries if those states impose similar obligations on their citizens. In legal practice, such cases are regulated based on international agreements as well as national laws and rules.

The issue of military service among young people with second citizenship has been discussed in German society for several years. Supporters of the reform argue that amid changes in the international environment and growing defense needs, Germany must ensure a modern and flexible conscription system. Opponents argue that the new rules may increase administrative burdens and create additional difficulties for citizens who do not have a stable connection to the defense system. Nevertheless, authorities insist that the reform is aimed at balancing state needs with the protection of citizens’ rights.

Once the law is adopted, additional administrative guidelines are expected to clarify how individuals with multiple citizenships will be recorded. The German government stresses that the reform seeks to modernize the armed forces and strengthen the country’s defense readiness. In the coming months, the discussion will continue in parliamentary committees and relevant ministries. The final document will define the implementation procedures for the new conscription model and the rules for interaction between state authorities and citizens with multiple citizenships.
