Azerbaijan and China Sign Comprehensive Strategic Partnership Agreement

On April 23, 2025, Azerbaijani President Ilham Aliyev and Chinese President Xi Jinping met in Beijing and signed a joint statement establishing a comprehensive strategic partnership between the two countries. The document marked a key outcome of the Azerbaijani delegation’s visit to China and signified a new stage in bilateral relations.
During the talks, which took place in a friendly atmosphere, both sides praised the level of cooperation achieved over the 33 years since diplomatic ties were established. The statement reaffirmed that both countries consider each other as priority, reliable, and mutually beneficial partners. The leaders emphasized their readiness to deepen political trust and expand cooperation in various fields.
Azerbaijan reaffirmed its adherence to the One China policy, recognizing Taiwan as an integral part of China. The Azerbaijani government also expressed support for Beijing’s efforts to maintain territorial integrity and reunify the country. In return, China strongly supported Azerbaijan’s peaceful agenda and emphasized the importance of rejecting confrontational geopolitics.
The visit included discussions on specific areas for partnership development. A key priority is aligning China’s Belt and Road Initiative with Azerbaijan’s national "Silk Road Revival" strategy and its socio-economic development plan through 2030. Both sides expressed intent to cooperate on infrastructure modernization, logistics development, trade expansion, and deepening economic integration.
There was a shared stance on combating terrorism, separatism, and extremism. Both countries agreed that these threats pose serious risks to security and stability and stressed the need for joint efforts to counter such challenges.
Special attention was paid to reforming the global governance system. Azerbaijan and China supported a stronger role for the UN and called for increased representation of developing and emerging countries in international institutions. Both sides reaffirmed their commitment to multilateralism and a fairer world order.
On April 22, ahead of the main meeting, energy sector agreements were signed between Azerbaijan’s Ministry of Energy and several Chinese companies. These agreements were part of efforts to expand investment and technological cooperation in the energy sector.
The signing ceremony in Beijing, attended by both heads of state, also included additional documents covering cooperation in logistics, industry, and science. These steps are aimed at strengthening economic ties and accelerating the implementation of joint regional projects.
The signed joint statement formalized the strategic partnership between Azerbaijan and China, underscoring their readiness for long-term collaboration and mutual support on matters of sovereignty, security, and development. The agreements lay a foundation for deeper political dialogue and the stimulation of economic growth at the bilateral level.
