Kazakhstan’s Minister of Energy, Almasadam Satkaliyev, announced the decision to select China’s state-owned corporation CNNC as the coordinator for the construction project of the country's second nuclear power plant. This was declared following a review of proposals from companies shortlisted as potential nuclear technology providers. Finalists included representatives from China and Russia, with the Chinese side ultimately prioritized.

According to the minister, all proposals demonstrated a high level of technological advancement and unique features, but CNNC’s offer was deemed the most suitable. A general cooperation agreement between Kazakhstan and China on nuclear energy is expected to be signed. The document will formalize both sides’ intentions to enhance collaboration in the nuclear sector, including new construction, technology transfer, and personnel training.

The upcoming nuclear power plant will be the second in the country and will strengthen Kazakhstan’s energy security, reduce reliance on traditional energy sources, and contribute to sustainable development goals. The project’s implementation will also foster opportunities in industrial cooperation, scientific and technical exchange, and the development of human resources in the field of nuclear energy.

Choosing the Chinese partner reflects Kazakhstan’s growing cooperation with China on strategic infrastructure initiatives. Beyond plant construction, the parties plan to collaborate on knowledge exchange, localization of production phases, and the deployment of advanced nuclear solutions based on Chinese technologies. The project will form part of Kazakhstan’s long-term strategy to develop nuclear energy as a pillar of its sustainable energy balance.

Details of the future project, such as the exact site, construction costs, and start dates, have not yet been disclosed. It is only stated that all decisions will be made step-by-step, in line with regulatory requirements and international safety standards. Additional information on the consortium structure and preparation timeline is expected to be announced soon.

Thus, implementing the project with CNNC may become a significant milestone in developing Kazakhstan’s energy sector. Nuclear power is considered a key instrument for ensuring sustainable energy supply, reducing greenhouse gas emissions, and enhancing national energy independence. The project also has the potential to stimulate related industries and create high-tech jobs.
