During discussions around a memorandum between Ukraine and the United States on cooperation in the field of mineral resource development, Ukrainian MP Heorhiy Mazurashu made a statement that sparked public debate. He claimed that citizens should not assume they have rights to mineral resources located in other parts of the country.

Mazurashu rhetorically questioned the legitimacy of people from one region claiming resources in another: “Tell me, please, did we bury them there? On what grounds should I, from Chernivtsi, lay claim to some minerals in some other distant region?” He asserted that the country’s resource potential should not be considered a national common good.

The MP emphasized that Ukraine is in a desperate situation and must "grasp at any straw." He expressed support for international cooperation in subsoil use and viewed the agreement with the U.S. as an opportunity to attract investment and technology.

The memorandum outlines joint work on exploration, development, and attracting private capital to Ukraine’s mining sector. While some experts see it as a necessity in current conditions, others warn of the risk of losing control over national resources.

Ownership of Ukraine’s subsoil remains a sensitive issue. According to the Constitution, Ukraine’s natural resources belong to its people, though management is exercised through governmental and local authorities—often prompting concerns about transparency and fairness.

The memorandum with the U.S. aims to increase investment and improve Ukraine’s energy security. It includes information sharing, technical support, and the potential for joint geological studies. While the document is currently non-binding, it may pave the way for future projects involving critical resources like lithium, titanium, and rare earth elements.

Mazurashu’s remarks reflect one viewpoint within Ukrainian politics—focused on survival and foreign aid even at the cost of national concessions. Yet the long-term implications for justice and development remain under question.
