Tajikistan is undergoing a major rotation of state personnel, covering the security sector, economic institutions, and the communications sphere. The latest appointments made by President Emomali Rahmon confirm a systematic renewal of the political elite, focused on young and personally loyal individuals. Observers interpret this as the final stage of preparing for a transition of power from the current president to his son, Rustam Emomali.

As part of the reshuffle in the security sector, Muhiddin Karimzoda was appointed Commander of the Ground Forces, Inoyatullo Abdurahmonzoda became Head of the Defense Ministry’s logistics service, and Salomatsho Mirzozoda was named Deputy Commander of the Border Troops. Former Prosecutor General Yusuf Rahmon was appointed Secretary of the Security Council. These appointments form a security structure personally loyal to Emomali Rahmon and, likely, to his intended successor.

Significant changes also occurred in the Prosecutor General’s Office, where recent personnel shifts brought in individuals closely connected to the current president. Thus, the security apparatus is being reinforced by personally loyal officials to ensure stability in the event of a power shift.

At the same time, control over the economic sector is being strengthened. Daler Murodalizoda, known for his personal loyalty to Rahmon, became Deputy Chairman of the National Bank of Tajikistan. Sorbon Kholmokhamadzoda was appointed head of the State Agency for Energy Oversight. The energy sector is under tight presidential control, with Rahmon previously calling for the elimination of all forms of theft.

The media sphere is also being reshaped. The first deputy head of the Committee for Television and Radio has been replaced, signaling a move to tighten control over the media ahead of possible political changes. Of note is the appointment of Islamiddin Rahmon as head of the Standardization Agency. Though technical in nature, this body regulates most business processes in the country, and may be used to consolidate financial flows under specific groups.

These changes are accompanied by increased public visibility of Rustam Emomali — chairman of the upper house of parliament and mayor of Dushanbe. His involvement in international negotiations, control over the capital, and previous leadership of the anti-corruption agency make him a central figure in Tajikistan’s political landscape. Having completed all formal steps of a political career, he is seen as the obvious successor to Emomali Rahmon.

Analysts believe the current appointments are intended not only to strengthen the state apparatus but also to prepare public and institutional support for a family-based succession scenario. As part of this strategy, Rustam Emomali may be appointed Prime Minister as an interim step before running for president.

The political dynamics indicate the government’s intention to ensure stability and continuity. Despite past doubts about the socioeconomic viability of hereditary succession, the current consolidation of personnel reflects the ruling elite’s confidence in this scenario’s feasibility.
